Some Notes and Reflections on the Current Philippine Situation

The second State of the Nation Address (SONA) of President Benigno Simeon Aquino III (PNoy) last July 25, 2011 was better delivered than his first one.  That was in terms of the mastery of the language (almost 98% was in the National Language – Tagalog) and the number of applauses it got from his audience.  But in terms of context, his famous term of “wang-wang” referring to one’s blatant display of power in getting something done for one’s self interest has morphed into one’s frame of mind (utak wang-wang) in doing things to enrich or favor oneself at the expenses of others.  There was a mention on how well the economy’s performance and about the burning issue of the day – that is – the row with China on the Spratly islands and the reason of the newly acquired naval vessel from the US to protect the country’s interest against the oppression of China.  And there was a mention of the past regime’s corruption and how his (PNoy) regime has been doing something about it.  But there were no mention on the situation of the Overseas Filipino Workers (OFWs) in the light of the worsening situation in the Middle East and the North African country of Libya and surprisingly there was no substantial mention of the peace processes which in the first SONA were considered as one of the main stresses of the current administration.

(MINDANAO, PHILIPPINES) The Local Government Committee of the Senate will have one more consultation/hearing next week (May 31, 2011) on Senate Bill (SB) 2756 and House Bill (HB) No. 4146 before Congress adjourns Sine Die on June 9, 2011.  It is definitely a race against time with the Commission on Election (COMELEC) declaring that the ARMM election on August 8, 2011 will be done manually if the Senate fails to decide on the postponement by the end of May.

China’s thirty years of nearly uninterrupted high growth has encountered great challenge as global economic crisis has hit China’s export hard. Since China’s trade as a percentage of GDP is as high as 70%, the export-led growth mode has practically ended. The Chinese Communist Party (CCP) is aware of this. Back in April 2008 President Hu Jintao spoke of the need to change the mode of development from export-led growth to domestic-led growth by expanding domestic demand. In November the 4 trillion RMB of rescue package followed. The economy is slowing down, and the target of the rescue package at “Baoba,” or keeping the growth rate at 8 percent, is hard to achieve. Nevertheless, with a slower growth rate of 5-6 percent, which most commentators are speculating, is still outstanding when the US and EU are sinking further into deep recession. The global downturn on one hand and China’s relative strength in containing the crisis on the other makes the topic “the rise of China” more heated than ever.
